Hi any bank will set you up an account . I think you will need an NIE number which if you own a property here should be no problem. Once you become resident you then have to change the account to a residents account. The banks have to send reports to the police each month apparently and you are not allowed to have non resident account once you are resident.

A NIE number isn't necessary to open up a non resident bank account. All that is needed is a passport.

That is correct we opened an account with just our passports when we first moved here and then changed it when we got our Residencia certificates.

Lollipop, there was a time when you could not open an account without an NIE number but lots of rules have changed, especially within EU countries.
