Looks interesting for UK T-mobile customers that want a bit of internet access while roaming.

Might save the trouble and expensive of buying a vodafone spain dongle for occasional users.
Many new smartphones can be set up as a wifi hot spot so you could pay for the cheaper phone access option then enable the wifi on your phone and connect your laptop to the phone
